It looks gorgeous; I should drop by and gaze at the lovely brushes.
Hi, they didn't say that it was a limited-time shop, so I think it's permanent. They frequently have limited-time shops around Tokyo - this counter is definitely more permanent than those shops. The Hiroshima antenna shop looks quite big itself http://www.tau-hiroshima.jp/
